COLUMBIA GENERATING STATION -LICENSE AMENDMENT REQUEST TO CHANGE TECHNICAL SPECIFICATIONS IN SUPPORT OF PRNM/ARTS/MELLA IMPLEMENTATION.(TAC NO. ME7905)
Dear Mr. Reddemann:
By letter dated January 31, 2012, (ADAMS Accession No. ML1120400144), Energy Northwest, the licensee for Columbia Generating Station, requested the U.S. Nuclear Regulatory Commission (NRC) staffs approval of amendment to Technical Specifications (TS) for Facility Operating License No. NPF-21.
The amendment would revise the TS for power distribution limits, control rod block instrumentation, Oscillation Power Range Monitor (OPRM) instrumentation, recirculation loop operating, shutdown margin test-refueling, and the Core Operating Limits Report (COLR). The proposed amendment would also provide expanded operating domain resulting from the implementation of Average Power Range Monitor/Rod Block Monitor/ Technical Specifications//Maximum Extended Load Line Limit analysis (ARTS/MELLA).
The purpose of this letter is to provide the results of the NRC staff=s acceptance review of the amendment request. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.
The NRC staff has reviewed your application and concluded that it does provide technical information in sufficient detail to enable the staff to proceed with its detailed technical review and make an independent assessment regarding the acceptability of the proposed request in terms of regulatory requirements and the protection of public health and safety and the environment. If additional information is needed for the NRC staff to complete its technical review, you will be advised by separate correspondence.
