REQUEST FOR ADDITIONAL INFORMATION LICENSE AMENDMENT REQUEST TO REVISE TECHNICAL SPECIFICATIONS IN SUPPORT OF PRMN/ARTS/MELLA IMPLEMENTATION.

ENERGY NORTHWEST COLUMBIA GENERATING STATION DOCKET NUMBER 50-397 By a letter dated January 31, 2012, Energy Northwest (Energy, the licensee) submitted a license amendment (LAR) for Columbia Generating Station. The proposed amendment would modify Technical Specifications for Power Distribution Limits, Reactor Protection System Instrumentation, Control Rod Block Instrumentation, Oscillation Power Range Monitor Instrumentation, Recirculation Loops Operating, Shutdown Margin Test - Refueling, and the Core Operating Limits Report. The proposed amendment would also provide an expanded operating domain resulting from the implementation of Average Power Range Monitor/Rod Block Monitor/Technical Specifications / Maximum Extended Load Line Limit Analysis.

The NRC staff has reviewed the submitted information and determined that the information below is needed for the staff to complete its evaluation.

1. In many of the sections describing human factors changes, the submittal states that changes were made in accordance with CGS Design Specification 204 for Human Factors. It is not clear what this Design Specification is, or if the NRC has previously approved its use. Please provide a description of this Design Specification and its relevance to Human Factors.
2. Please describe what, if any, operator actions are being changed, added or deleted.
3. Please describe any changes to training. In addition, please provide any information regarding changes to training or qualifications as a result of this LAR.
4. It is not clear from the submittal whether a new task analysis was completed to identify any functional requirements. Please describe any new task analysis results that may provide insight into function allocation.
5. Please describe any changes to physical interfaces.
6. Please state if there will be any changes required to the procedures for new digital upgrade. Please provide a list of those changes.
7. Please state if there are any applied insights from industry operating experience. If applicable, please provide those insights.
8. Please provide any changes to the Updated Final Safety Analysis Report to support the LAR.
