Zach, By a letter dated January 31, 2012, Energy Northwest submitted a license amendment for Columbia Generating Station. The proposed amendment would modify Technical Specifications for Power Distribution Limits, Reactor Protection System Instrumentation, Control Rod Block Instrumentation, Oscillation Power Range Monitor Instrumentation, Recirculation Loops Operating, Shutdown Margin Test - Refueling, and the Core Operating Limits Report. The proposed amendment would also provide an expanded operating domain resulting from the implementation of Average Power Range Monitor/Rod Block Monitor/Technical Specifications / Maximum Extended Load Line Limit Analysis.

The NRC staff has reviewed the submitted information and determined that the information specified in the attached requests for additional information (RAIs) is needed for the staff to complete its evaluation.
