PROPOSED TECHNICAL SPECIFICATION CHANGE REQUEST - AUXILIARY FEEDWATER SYSTEM PUMP DISCHARGE VALVES Attached are three (3) originals and thirty-seven (37) conformed copies of a Request for Change to the Palisades Technical Specifications. The Request changes a requirement to flow test the AFW pump discharge valves from a monthly test during plant operations to a refueling outage test. The existing monthly test demonstrates the operability of the AFW system by feeding cold water to the steam generator during plant operations. Experience obtained from our previous AFW Sprager and Nozzle design has established that considerable thermal loads are imposed on the AFW steam generator nozzle and nozzle. liner.

During our 1984 refueling outage, damage to our AFW sprager, nozzle and pipe hangers were identified. The event was reported by Licensee Event Report 84-003, dated April 30, 1984 and summarized in IE Information Notic~

No. 84-32. Although the new nozzle and nozzle liner incorporate a number of design features to reduce the susceptibility of the AFW system to vibration, water hammer and thermal loading, the existing monthly surveillance test subjects the system to unnecessary loads since it requires the simultaneous testing of the AFW pumps and opening of the corresponding discharge valve to observe flow to the steam generators.

A review of the testing requirement for the AFW pump discharge valves identified no bases for the monthly test. Through discussions with various representatives from NRC Auxiliary Systems Branch and Materials Engineering Branch, Combustion Engineering and Westinghouse, it.has been concluded that the reliability of the AFW system can be increased by incorporating the surveillance requirements specified by the CE-Standard Technical 8506040173 850531 I PDR ADOCK 05000255 I P PDR ~-J OC0385-0162A-NL04

Director, Nuclear Reactor Regulation 2 Pal~sades Plant TSCR - Auxiliary Feedwater System May 31, 1985 Specificatlons (STS). This change responds to that conclusion. The attached reflects the format and content requirements of the CE-STS consistent with the Palisades plant design.

By separate letter, relief requests from certain ASME Boiler and Pressure Vessel Code valve testing requirements for check valves in this system will also be submitted. Elimination of the monthly simultaneous pump and discharge valve testing necessitates changing the required test interval from quarterly to at least once per 18 months for several check valves.

A check in the amount of $150.00 is enclosed as required by 10CFR170.21.
