Re: St.Lucie Unit 2 Docket No.50-389 Schedular Re uirements for Staff Review As a result of discussions between the NRC Staff and Florida Power&Light Company (FPL), the staff has requested clarification on the schedular requirements for staff review of certain FPL submittals.

Below is'the requested clarification.

By letter L-86-250, dated July 2, l 985, FPL submitted a proposed license amendment to revise Section 2.B.5 of the St.Lucie Unit 2 Operating License NPF-l6 to establish the option of transferring St.Lucie Unit I spent fuel to the Unit 2 spent fuel pool.The Unit I spent fuel pool will lose full core reserve capacity as a result of the l987 refueling outage, and the planned rerack of the spent fuel pool cannot be accomplished prior to l988.Issuance of this amendment is requested by March 22, l987.Start-up of Unit I following the upcoming refueling outage may occur by this date.If full core offload is required, although highly unlikely, it will be necessary to have the capability to transfer Unit I spent fuel to Unit 2 by this date.By letter L-86-404, dated October l3, l986, FPL submitted updated requests for relief from parts of ASME Section XI for St.Lucie Unit 2.Due to the long engineering, procurement and construction lead times required for any plant modifications which may result from NRC stipulated requirements, it is requested that the review of these relief requests be completed prior to January 3 I, 1987.If review cannot be completed by January 3I, l987, FPL will require an extension to the interim relief, which was granted until the Fall l 987, to the second upcoming refueling outage.Please contact us if you have any questions about these submittals.
