Clinton Power Station Unit 2 Excavation

Dear Dr. Butler:

Final Safety Analysis Report (FSAR) Section 2.5.4.14.4 states that a berm will be placed around the Unit 2 excavation to divert flood water runoff from entering the excavation. This berm has been constructed; however the berm does not meet the height requirements of FSAR Figure 2.5-484 in all locations. In general, the berm is about 6 inches lower than the elevations in the FSAR Figure, and there is one area next to the Radwaste Building which is about one foot below the FSAR Figure elevations. It is Illinois Power's judgement that the as-built berm is satisfactory, and the next FSAR amendment will include a revision to Figure 2.5-484 to delete the berm height requirements.

Justification for deleting the berm height requirement is that Clinton Unit 1 is designed for flooding in the Unit 2 excavation even if the berm fails. This was reviewed and accepted by the NRC Staff and is documented in Section 2.4.2.2 of Safety Evaluation Report Supplement No.

2 (NUREG-0853).-

The Atomic Safety and Licensing Board's order on terminating Clinton 2 mentioned the berm and stated that it should prevent a vehicle from accidently going over the rim of the excavation. While the design purpose of the berm was to divert flood water and not to prevent vehicle accidents, the as-built configuration of the berm is still sufficient so that it should prevent a vehicle going over the rim of the excavation.
