This letter is in response to the May 6, 1986 letter identifying certain activities which appeared to be in violation of NRC requirements. Attachment A provides Illinois Power Company's response to the Notice of Violation.

... on March 12, 1986, activities affecting quality were not accomplished in accordance with procedure CPS No. 1005.07 in that the temporary change to CPS No. 1029.01, Revision 7 Preparation and Routing of Maintenance Work Requests:

(a) was more extensive than described in PDR 86-094; (b) was not necessary to maintain plant availability or to ensure plant nuclear safety; and (c) altered the intent of the original procedure as defined in the procedure purpose section by extending the coverage of the procedure to other than processing work requests and implementing corrective actions."

1. Corrective Action Taken and Renuits Achieved The temporary change, Procedure Deviation for Revision (PDR)

No.86-094, to Clinton Power Station Procedure No. 1029.01, Revision 7, Preparation and Routing of Maintenance Work Requests, was disapproved by the Plant Manager on March 26, 1986. The acceptable changes described in PDR 86-094 were incorporated into CPS No. 1029.01, Revision 8 and approved on March 25, 1986.

Illinois Power reviewed all Maintenance Work Requests (MWRs) initiated and closed during the period that PDR 86-094 was in effect. No deficiencies were identified. Condition Report (CR) No. 1-86-04-019 documents the corrective actions and associated HWR investigation.

II. Corrective Action to be Taken to Avoid Further Viointions To prevent recurrence of this condition, training will be provided by Plant Staff for personnel who are authorized to approve PDRs.

III. Date When Full Compliance Will be Achieved Illinois Power will be in full compliance by June 30, 1986 u
