Dear Mr. Noonan:

1 Attached is Revision 1 of the South Texas Project Electric Generating Station Pump and Valve Test Plan. This revision is provided in response to NRC comments on Revision 0 provided in a meeting on June 10 and 11, 1986.

l Resolutions to all except four of the NRC comments on Revision 0 were accepted

! during the meeting. The following four actions have been taken relative to the four unresolved items.

NRC Item Number E.1 - The containment Hydrogen Monitoring l System valves identified by NRC have been included in the

! program.

NRC Item Number L.1 - The relief request in the plan for not testing the Steam Generator Power Operated Relief Valves during power operation has been expanded.

NRC Item Number M.2 - Leak testing requirements for the Residual Heat Removal System suction isolation valves have been included in the plan.

NRC Item Number M.4 - The Residual Heat Removal System / Reactor Coolant Pump Seal Standpipe isolation check valves have been shown to be adequately demonstrated i operable by normal plant operations to preclude the need for additional testing.

We believe the plan as revised satisfactorily resolves all of the NRC's comments.

Please note that the stroke times for many of the valves in the IST Valve List table are to be determined during preoperational testing. Once testing is complete a revision to this plan will be submitted which includes the necessary stroke times in the Stroke Time column of the IST Valve List table.
