Dear Mr. Brown:

In response to your letter to Mr. J. H. Goldberg dated May 9,1985, Houston Lighting & Power (HL&P) is submitting Revision 2 of the South Texas Project Electric Generating Station Interim Fuel Storage Security Plan.

In a telephone conversation with R. L. Jackson of your office on July 11, 1985 it was deemed that the STPEGS Interim fuel Storage Security Plan Revision 2 is information of the type specified in 10CFR2.790(d)(1) and should be withheld from public disclosure. Based on further discussion with your Mr. R. L. Jackson, we believe that this plan satisfactorily addresses the comments contained in your May 9, 1985 letter.
