RECIRCULATION PUMP SEAL FAILURE At about 12:45 amm. (CDT) on June 1, 1989, both seals on the 'B' recirculation pump failed aft:r the pump was shifted to its fast speed as the plant was increasing power following its first refueling outage.

Maximum leakage past the seals was about 63 gallons per minute. The leaking water was collected in the drywell floor drain, and there was no release of radioactivity to the environment. Reactor water level was maintained using the normal feedwater system, and the cmerg:ncy core cooling system was not required.

Licensee operators isolated the 'B' recirculation loop, and commenced an orderly plant shutdown. With the loop isolated, leakage decreased to about 2 gallons per minute.

Th3 licensee initially declared an unusual event under its emergency plan at 12:55 a.m. and upgrad:d the classification to an alert at 1 a.m. when the drywell floor drain flow exceeded 50 gallons per minute. After the recirculation loop was isolated, the classification was  ;

r turned to an unusual event at 1:40 a.m. That classification was terminated at 3:25 a.m.

At 6:10 a.m. the reactor was manually scrammed from 3 percent power when the motor driven fcedwater pump regulating valve did not properly respond to control signals.

The resident. inspectors responded to the plant following the incident, and monitored the shutdown from the control room. A special inspection will be conducted using region-based and headquarters specialists to review the circumstances of the seal failures and the licens:e's response to the incident.
