Th2 Licensee has informed Region III (Chicago) that it is issuing stop work orders in six areas of plant construction because of missing or inaccurate documentation (travelers).
Bstdwin and Associates, the plant constructor, conducted a review of all piping mechanical, electrical, and instrumentation documentation' June 19, 20 and 21 af ter Region III expressed concern with licensee management that the site QA program was not keeping pace with construction. (See PNO-III-82-58). As a result of that review, the licensee has issued stop work orders, ef fective June 23,1982 on: (1) containment structural steel installation, (2) electrical equipment installation, (3) installation of all electrical instrumentation.
Th2 licensee will issue stop work orders, effective June 28 on: (1) all nee conduit installation except in the Containment Building, (2) safety-related work for i heating, ventilation and air conditioning equipment (HVAC), and (3) seismic hanger support walds (first attachment welds only) for HVAC.
Th2 Licensee will meet with Region III on July 12 to discuss its quality assurance program and the corrective action it plans to take concerning activities covered by the stop work order. The Senior Resident Inspector will continue to monitor the situation.
M;dia interest is expected. The licensee plans to issue a press release. Region III will not issue a press release, but wiLL respond to inquiries. The State of Illinois will be notified.
The Senior Hesident Inspector was notified of the work stoppage at 1 p.m. (CDT)
