PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-78-196 l

This preliminary notification constitutes EARLY notice of event of POSSIBLE safety or public interest' significance.

The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

Subject:

GAS EXP'L0SION AND FIRE KILLING ONE WORKER A propane gas explosion and fire occurred in the drywell of Clinton Unit No.1 at about 10:30 a.m., November 27, 1978.

The explosion and fire killed one craftsman and injured another working about 40 feet away.

It was initially believed that the propane was used i

for space heating. Subsequently, it was learned that the source was of leak from a welder's torch while he was on a coffee break. When he reignited the torch, the explosion occurred.

The fire, which lasted i

about ten minutes, extinguished itself apparently when the gas supply was exhausted.

The licensee stated that there was no apparent structural damage, but that Eae a thorough inspection was planned by engineering personnel following the investigation and cleanup. OSHA was notified and will be at the site today i

to participate in the investigation.

Construction of the plant is about 35% complete. No radioactive material was involved in the explosion.

Local news media interest has been high.

The licensee did not issue a press release.

The State of Illinois is being notified.

NRC, Region III (Chicago) received notification of this occurrence by telephone call from Illinois Power Company at 3:45 p.m., November 27, 1978.
