Dear Mr. Wilson:

Enclosure 1 contains one copy of the proprietary WCAP-14252, "AP600 Low-Pressure Integral Systems Test at Oregon State University Final Data Report, Revision 1, for the docket file.

Changes have been made to this report to address comments received from the staff throughout the review process. Enclosurc; 2 provides the non-proprietary version, WCAP-14253, Revision 1, for the public document room. One copy of enclosure 1 is being provided directly to Mr. J. N. Wilson. As discussed with Mr. Wilson, no other copies need to be distributed to the staff.

The Westinghouse Electric Company copyright notice, proprietary information notice, application for withholding and affidavit are also attached.

This submittal contains Westinghouse proprietary information consisting of trade secrets, commercial information or financial information which we consider privileged or confidential pursuant to 10CFR2.790. Therefore, it is requested that the Westinghouse proprietary information attached hereto be handled on a confidential basis and be withheld from public disclosures.

This material is for your internal use only and may be used for the purpose for which it is submitted.
