REQUEST FOR WITHHOLDING PROPRIETARY INFORMATION (AW-98-1301)

Dear Mr. McIntyre:

By your letter (DCP/NRC-1446), dated November 9,1998, Westinghouse submitted the proprietary WCAP-14252, "AP600 Low-Pressure Integral Systems Test at Oregon State University Final Data Report, Revision 1; requested that the Westinghouse proprietary information be withheld from public disclosure; and submitted the non-proprietary version of the

- above report (WCAP-14253, Revision 1). Your letter also contained an application for ,

' withholding the proprietery information from public disclosure (AW-98-1301), pursuant to 10 CFR 2.790(b)(1), and was supported by an affidavit executed by you on November 11,1998.

The purpose of Revision 1 of WCAP-14252 and WCAP-14253 was to incorporate the changes made to these reports to address comments received from the U.S. Nuclear Regulatory Commission (NRC) staff throughout the review process. The NRC previously issued a proprietary determination on WCAP-14252 by letter from William Huffman (NRC) to Nicholas Liparuto (Westinghouse), dated November 6,1995. Mr. Huffman also issued a proprietary determination on your changes to WCAP-14252 by letter dated July 14,1998. The NRC has withheld the information that was determined to be proprietary from public disclosure.

Because Revision 1 of WCAP-14252 does not contain any proprietary information that was not previously' evaluated by Mr. Huffman, a new proprietary determination is not needed. Therefore, the proprietary information enclosed in Westinghouse letter DCP/NRC-1446, dated November 9, 1998, will be withheld from public disclosure pursuant to 10 CFR 2.790(b)(5) and Section 103(b) of the Atomic Energy Act of 1954, as amended. ' ~
