Ladies and Gentlemen :

In accordance with 10 CFR 52.99(c)(1), the purpose of this letter is to notify the Nuclear Regulatory Commission (NRC) of the completion of Vogtle Electric Generating Plant (VEGP) Unit 3 Inspections, Tests, Analyses, and Acceptance Criteria (ITMC) Item 3.2.00.09 [Index Number 758].

This ITAAC confirms that the capability for local control and monitoring from selected locations throughout the plant exists. The closure process for this ITAAC is based on the guidance described in Nuclear Energy Institute (NEI) 08-01, " Industry Guideline for the ITAAC Closure Process Under 10 CFR Part 52," which was endorsed by the NRC in Regulatory Guide 1.215.

This letter conta ins no new NRC regulatory commitments. Southern Nuclear Operating Company (SNC) requests NRC staff confirmation of this determination and publ ication of the required notice in the Federal Register per 10 CFR 52.99.

IT AAC Statement

Design Commitment

9. The capability to access displays and controls is provided (controls as assigned by the MCR operators) for local control and monitoring from selected locations throughout the plant.

Inspections/Tests/Analyses

An inspection of the local control and monitoring capability is provided.

Acceptance Criteria

The capabil ity for local control and monitoring from selected locations throughout the plant exists.

ITAAC Determination Basis

An inspection was performed to demonstrate that the capability to access displays and controls is provided (controls as assigned by the MCR operators) for local control and monitoring from selected locations throughout the plant.

An inspection was performed in accordance with Unit 3 component test work order listed in Reference 1. The component test package work order directed monitoring and controlling plant components at six different local control stations. The local control stations are the Primary Sampling System Room, Radiological Chemistry Lab, Radiological Waste Corridor, Operator Work Area, Annex Building Conference Room, and Turbine and Outside Operator Conference Room. A system was selected at each local control station, indications were verified to be available, and component controls were manipulated and component operation was verified.

The completed Unit 3 component test results are summarized in Reference 1 and confirm that the capab ility for local control and monitoring from selected locations throughout the plant exists.

Reference 1 is available for NRC inspection as part of the ITAAC 3.2.00.09 Completion Package (Reference 2).

ITAAC Finding Review

In accordance with plant procedures for ITAAC completion, Southern Nuclear Operating Company (SNC) performed a review of all findings pertaining to the subject ITAAC and associated corrective actions. This review found there were no relevant ITAAC findings associated w ith this ITAAC. The ITAAC completion review is documented in the ITAAC Completion Package for ITAAC 3.2.00.09 (Reference 2) and is available for NRC review.

ITAAC Completion Statement

Based on the above information, SNC hereby notifies the NRC that ITAAC 3.2.00.09 was performed for VEGP Unit 3 and that the prescribed acceptance criteria was met.

Systems, structures, and components verified as part of this ITAAC are being maintained in their as-designed, ITAAC compliant condition in accordance with approved plant programs and procedures.
