In accordance with 10 CFR 52.99(c)(1), the purpose of this letter is to notify the Nuclear Regulatory Commission (NRC) of the completion of Vogtle Electric Generating Plant (VEGP)

Unit 3 Inspections, Tests, Analyses, and Acceptance Criteria ITAAC item 2.3.10.1 la [Index Number 878] for verifying that the Class IE components identified in Combined License Appendix C, Table 2.3.10-1 are powered from their respective Class 1E division. The closure process for this ITAAC is based on the guidance described in NEI 08-01, "Industry Guideline for the ITAAC Closure Process under 10 CFR Part 52," which was endorsed by the NRC in Regulatory Guide 1.215.

This letter contains no new NRC regulatory commitments. Southern Nuclear Operating Company (SNC) requests NRC staff confirmation of this determination and publication of the required notice in the Federal Register per 10 CFR 52.99.

I nspections/Tests/Analvses Testing will be performed on the WLS by providing a simulated test signal in each Class IE division.

Acceptance Criteria A simulated test signal exists at the Class IE components identified in Table 2.3.10-1 when the assigned Class 1E division is provided the test signal.

ITAAC Determination Basis Testing is performed on the Class IE components (equipment) identified in the VEGP Unit 3 COL Appendix C Table 2.3.10-1 (Attachment A) to demonstrate they are powered from their respective Class IE division. This ITAAC performs testing on the Liquid Radwaste System (WLS) by providing a simulated test signal in each Class 1E division.

Class 1E power verification testing of the Protection and Safety Monitoring System (PMS) cabinets, that provide power to the components identified in Attachment A, is verified through the applicable portion of ITAAC 2.5.02.05a testing (Reference 1) and confirms the PMS cabinets are powered from their respective Class 1E division. SV3-WLS-ITR-800878 (Reference 2) documents completion of power verification activities from the PMS cabinets to the components identified in Attachment A. This testing verified that power supply cables/wiring are installed and terminated from the applicable PMS cabinet to the respective component identified in Attachment A. The component testing performed in Reference 2 confirms that the components identified in Appendix A are powered from their respective Class IE division.

The Unit 3 testing documented in References 1 and 2 confirm that a simulated test signal exists at the Class IE equipment identified in Table 2.3.10-1 when the assigned Class 1E division is provided the test signal.

References 1 and 2 are available for NRC inspection as part of the Unit 3 ITAAC Completion Package (Reference 3).

ITAAC Finding Review In accordance with plant procedures for ITAAC completion, Southern Nuclear Operating Company (SNC) performed a review of all findings pertaining to the subject ITAAC and associated corrective actions. This review found there are no relevant ITAAC findings associated with this ITAAC.

ITAAC Completion Statement Based on the above information, SNC hereby notifies the NRC that ITAAC 2.3.10.1 la was performed for VEGP Unit 3 and that the prescribed acceptance criteria were met.
