Madison, WI, 53703 Email: rcarbino@wisc.edu Phone: 6608-238-3710 General Comment I am commenting as a concerned Wisconsin citizen. I am old enough to remember the 3-Mile Island debacle (I lived 224 miles east); have a University colleague who worked for years with the survivors of Chernobyl; and I was in Japan after the Fukushima disaster, so I have many questions about the safeguards in place when big companies want new leases. Here are a few:

  • To start with, the EIS must address what would be the consequences of a nuclear reactor accident, including for a 50 mile radius and the Lakes watersheds. What are the evacuation plans? I hear they are 3 years out of date. Do evacuation plans cover special events (eg, football games) and recreation areas?
  • What is the continuing long-term impact from storage of waste materials, especially spent reactor rods?

What added storage is planned for the additional waste materials that will be created over 20 more years?

How to safely transport waste if/when it is moved by barge to the Port of Milwaukee?

  • What are the effects of release of water into Lake Michigan, including both low level discharge and accidental radiation releases?
  • What updated considerations are there for alternative energy sources?
  • Finally, the important questions about accountability. Who at NextEra will take personal responsibility

[as opposed to the lying, cover-ups, and finger-pointing that accompanied the 3 nuclear disasters I mentioned above] for any accidents that occur? How will NextEra compensate any and all persons, businesses, municipalities, for harms and losses? What funding is being set aside for this? What powers are left to licensers to terminate the license when an accident occurs?

Thank you for thorough consideration of my questions.
