Dear Sir or Madam:

In accordance with the requirements of 10 CFR 50.71(e), Southern California Edison (SCE) is submitting the November 2020 revision of the Defueled Safety Analysis Report (DSAR) for the San Onofre Nuclear Generating Station, Units 2 & 3. In accordance with 10 CFR 50.71(e)(4),

the DSAR update is being submitted within 24 months of the previous SONGS Units 2 & 3 DSAR revision which was submitted on December 6, 2018 (Reference 1).

This DSAR update is being provided in total on CD with revised sections noted, satisfying the electronic submittal requirements of 10 CFR 50.4(b )(6) as discussed in Reference (2).

The changes to the DSAR reflect administrative changes (i.e., editorial and DSAR text changes) and plant design changes that were implemented during the period when spent fuel existed in the Spent Fuel Pool (Revision 5 dated July 2020). At the completion of relocating all spent fuel to the onsite Independent Spent Fuel Installation (ISFSI), the DSAR underwent an extensive update as a result of the design and licensing basis changes applicable to the ISFSI-Only plant operational condition (Revision 6 dated August 2020).

The enclosed DSAR update (Revision 7 dated November 2020) reflects all the administrative and design changes that have been implemented since the last version of the DSAR was submitted. Since Revision 6 was an extensive update, the revision bars in Enclosure 1 only reflect the changes made to the DSAR since that version. -
