My name is Natalie Pien, 20644 Gleedsville Rd., Leesburg, VA. I oppose the license renewal for extending Dominion Energy Virginia two nuclear power plants at North Anna. The Nuclear Regulatory Commission must conduct a current full and thorough Environmental Impact Statement, not a Generic EIS, on North Anna to evaluate:
- 1. Long term storage of nuclear waste.
- 2. The condition of the reactor foundation, liners, electrical cables, etc.
- 3. If the aging reactors can withstand another earthquake.
The Nuclear Regulatory Commission must uphold and assert its authority to the safety standards set forth.
A license renewal will enable these reactors, which have almost reached its 40 year design lifetime, to operate another 80 years! This is unacceptable. This is dangerous. The 2011 earthquake created an event that exceeded the reactor design basis. The geologic fault causing the earthquake hasnt disappeared. The plant never should have been sited there and extending the license to operate is irresponsible. Plus, the issue of safe disposal of nuclear waste still remains unresolved.
After the Fukushima accident, the NRC required reactor owners to conduct studies to revise and update the seismic hazard profiles. The North Anna reactor ranks third in vulnerability.
The NRC must prove that these reactors can operate safely during the 80 years Dominion has requested. Specifically, the NRC require:
Safety, Safety, Safety - what has been done to upgrade the reactor and systems to make it presently safe?
Before consideration of a license renewal of North Anna, a current full and thorough new Environmental Impact Statement (EIS) should be required What seismic upgrades have been made since the 2011 earthquake?
Has there been a thorough analysis of the storage waste equipment and surrounding area?
What new equipment and parts have been replaced and when?
No generic EIS should be allowed. North Anna is unique as it sits on a fault line and the earthquake exceeded its design limits.
What is the proof that North Anna reactors can withstand another earthquake?
What is the current condition of the original reactor foundations, liners, electrical cables, etc.?
What new security measures have taken place?
When have the inspections been performed since the COVID pandemic?
What new training has taken place to assure the inspectors are current in their skills and knowledge?
Since the North Anna region has significantly grown with development since 1978, 1980 what measures have been taken for evacuation?
What is the condition of the earthen dam?
What shortcuts and alternatives have been used to substitute for the standard practice?
