Dear Mr. McIntyre:

SUBJECT:

REQUEST FOR WITHHOLDING PROPRIETARY INFORMATION -WCAP-14326,

" EXPERIMENTAL BASIS FOR THE AP600 CONTAINMENT VESSEL HEAT AND MASS TRANSFER CORRELATION" As part of the continuing review for design certification of the AP600 design, Westinghouse submitted WCAP-14326, " Experimental Basis for the AP600 Containment Vessel Heat and Mass Transfer Correlation" for staff review. A proprietary determination agreeing with Westinghouse's claim was made by the staff in a letter dated May 25,1995. Subsequent to this letter, Westinghouse submitted three revisions to the document. The three revisions are identified as follows:

)

Document Date Affidavit Date WCAP-14326, Rev.1 May 7,1997 AW-97-1108 May 8,1997 WCAP-14326, Rev. 2 April 6,1998 AW-98-1224 April 6,1998 WCAP-14326, Rev. 3 May 6,1998 AW-98-1233 May 8,1998 Westinghouse requested that those portions of the revised WCAP-326 outlined by brackets be I withheld from public disclosure. The requests were made in accordance with 10 CFR 2.790 and are supported by a*fidavits executed by you, as identified above, which claim, in part, that the information is classified as proprietary because "The development of the technology described in

' part by the information is the result of applying the results of many years of experience in an {

intensive Westinghouse effort and the expenditure of a considerable sum of money." in addition, your affidavits identify the following reasons:

a? The information reveals the distinguishing aspects of a process (or component, structure, tool, method, etc.) where prevention of its use by any of Westinghouse's competitors without license from Westinghouse constitutes a competitive economic advantage over other companies.

. b. It consists of supporting data, including test data, relative to a process (or component, structure, tool, method, etc.) The application of which data secures a competitive economic 3

advantage, e.g., by optimization or improved marketability, g .o2O P
