Dear Mr. Cummins:

This letter is to. confirm the phone conversation between Westinghouse and the NRC regarding the submittal of the final portions of documentation necessary for the NRC to complete its review and issue its Final Safety Evaluation Report and the Final Design Approval for the AP600. Mr. Vijuk and Mr. McIntyre represented Westinghouse on the phone call. Mr. Quay and I represented the NRC.

'Your letter of August 11,1998, indicated that the Final Design Approval (FDA) is needed by Westinghouse very early in September 1998 so that Westinghouse can submit a viable proposal to Hungary for the Paks nuclear station. The phone call discussed the schedule and status of key

. AP600 submittals need to support granting an FDA as requested. The submittal dates were listed in the attached fax sent to the NRC on August 11,1998. The dates listed reflected extensive

- discussions with NRC the previous day. I want to emphasize that these dates must be met in order i

for the NRC to meet Westinghouse's request for an expedited FDA.

SSAR REVISION 25 Based on staff comments received by COB Friday, August 14,1998 on Revision 24 Revision 25 will be provided to the staff on Wednesday, August 19,1998 TIER 1, REVISION 6 Delivered to One White Flint on Monday, August 3. Editonal comments received from staff August 3,4,5 and 11. Due to physical relocation of several NRC branches, not all comments

- have been received. but are expected by COB, Wednesday, August 12,1998. Revision 7 can be provided by Friday, August 14,1998 provided the comments received continue to be editorial. Revision 7 contains eighteen pages at this time.

incorporating these final staff comments. Revision 13 contains 3 pages.

. WCAP 14807, "NOTRUMP Final Validation Report for AP600" in response to an ACRS comment, Westinghouse agreed to correct two equations in Section 1.7. We also agreed to revise Table 1.17-1 to reflect NOTRUMP model limitations. These changes are in production and will be provided to the staff by Thursday, August 13,1998.

SECURITY DESIGN DISCUSSIONS Revision 6 to the Security Design Report and revision 3 of the Secunty Design Vulnerability analysis were provided to the staff on June 30.1998. The changes to these reports and the plant design were in response to ACRS concerns raised in their Second Interim Letter of May 27,1998 and discussed with the Committee dunng their meeting on June 17-18. Two telephone calls have been held with the PSGB reviewer, including one on August 7, and his issues have been addressed The reviewer's next availability window is August 13-14, 1998.

Revisions to the Security Design Report and Security Design Vulnerability Analysis have been l

l express mailed to the NRC and should be received on August 12,1998, which supports the reviewer's schedule.

WESTINGHOUSE RESPONSES TO STAFF NEGATIVE PROPRIETARY EVALUATIONS A large number of proprietary evaluations covering the time penod February 14,1992 to May 5.1998 have been received over the past several months, the most recent on July 21. These evaluations are being processed. As a result of discussions with NRC management.

Westinghouse will provide proper proprietary documentation for the, proprietary material supporting the AP600 design certification review by August 21,1998. The responses will be provided as they are developed. Providing the nonproprietary docuinents will not constrain issuing the AP600 FSER or FDA.
