By letter dated May 31,1996 (0CAN059609), Entergy Operations provided the Individual Plant Examination of External Events (IPEEE) and Unresolved Safety Issue A-46 Summary Reports for Aikansas Nuclear One, Unit 1 (ANO-1). In these summary report, Entergy Operations committed to resolve the IPEEE and USI A-46 outliers by the end of ANO-l's fourteenth refueling outage (IR14). The majority of modifications to resolve these outliers are complete; however, the evaluation documentation remains to be completed.

One outlier of the IPEEE review effort was the potential for excess roof ponding on the ANO-1 auxiliary building roofin the event of a maximum hypothetical rainfall intensity based on new Weather Bureau information (From the IPEEE Summary Report, a rainfall intensity was evduated for the one million year return rainfall, which corresponds to a hazard frequency of IE-6 which is the equivalent of 19 inches of rainfall within an hour). The proposed resolution for this outlier was the installation of scuppers 'm the parapet wdis of the ,

ANO-1 auxiliary building roof. One of the goals of the IPEEE review effort was to identify

areas where " cost effective" safety enhancements could be made to the plant. The addition of the scuppers to the ANO-1 auxiliary building roof was considered such an enhancement.

During the engineering preparation for this project, questions arose concerning the work l scope actually needed for rer.olution of this outlier, and the work associated with this project was delayed while the scope issues were being resolved. In the meantime, changes occurred in the engineering staffing responsible for resolving the outlier, and as =a result, project development was not far enough along for inclusion in IR14. In the event of a maximum hypothetical rainfall, there would be no catastrophic failure of the ANO-1 auxiliary building

( Diven the scupper modification is an enhancement, and additional time is needed to complete l the evaluation documentation for the other outliers, Entergy Operations plans to complete the resolution of these outliers by June 30,1999. There are no existing operability or licensing basis concerns associated with these outliers. This has been discussed with the ANO 'NRR Project Manager.
