Dear Mr. Yelverton:
l
SUBJECT:
REVIEW 0F RESPONSE TO GENERIC LETTER 88-20, SUPPLEMENT NO. 4 -
INDIVIDUAL PLANT EXAMINATIONS FOR EXTERNAL EVENTS, ARKANSAS NUCLEAR I
ONE, UNITS 1 AND 2 (ANO-l&2) (TAC NOS. M83588 AND M83589) i The NRC issued Supplement 4 to Generic Letter 88-20 on June 28, 1991, to l
require each licensee and each Construction Permit holder to conduct an individual plant examination of external events (IPEEE).
Guidance was provided with the generic letter supplement in the form of NUREG-1407,
" Procedural and Submittal Guidance for the Individual Plant Examination of l
External Events (IPEEE) for Severe Accident Vulnerabilities." The supplement j
4 requested a response that would 1) identify the method and approach selected 4
for the IPEEE, 2) describe the method to be used if it has not previously been j
submitted for staff review, and 3) identify the milestones and schedule for performing the IFEEE and submittal of the results to the NRC.
I i
Following our review of your initial response to Supplement No. 4, we informed l
you by letter on June 18, 1992, that your selected IPEEE methods are acceptable. However, you did not provide projected milestones and a schedule.
l The reason given in your submittal was that the NRC staff had not issued a j
Supplemental Safety Evaluation Report (SSER) regarding the USI A-46 Generic Implementation Procedure (GIP).
NRC issued its GIP SSER on May 22, 1932. Accordingly, by [[letter::0CAN099201, Responds to GL 87-02,Suppl 1 Re Sser 2 on SQUG Generic Implementation Procedure,Rev 2 & GL 88-20,Suppl 4 Re IPEEE for Severe Accident Vulnerabilities,Consisting of Description of Licensing Basis to Resolve USI A-46|letter dated September 18, 1992]], you informed us of your schedule for completion of the IPEEE/A-46 efforts for both ANO enits in a time frame that supports submittal I
of summary reports by May of 1995.
We have reviewed your [[letter::0CAN099201, Responds to GL 87-02,Suppl 1 Re Sser 2 on SQUG Generic Implementation Procedure,Rev 2 & GL 88-20,Suppl 4 Re IPEEE for Severe Accident Vulnerabilities,Consisting of Description of Licensing Basis to Resolve USI A-46|September 18, 1992 letter]] and, although your proposed schedule is later than the staff would have preferred, we have determined that-i i
