A. Description l This Task Order is being issued under work area 1 of Contract NRC-05-86-170. A requirement has been identified to provide for electronic transmission of plant parameters, including if j

!j possible, thermal-hydraulic, radiological, and meteorological 1 data, during ' selected Full-scale exercises involving the NRC l Operations Center. The first opportunity involving j participation by NRC incident response personnel is the second j Federal Field Exercise (FFE-2) being conducted in conjunction I

Three phases of the work have been identified -  ;

'! The following tasks have been identified in this effort:

1) Identify the parameters that are suitable for transmission  !

d) from Zion station to NRC Headquarters during the exercise.

The parameters should be as close to the list of parameters

for ERDS as is possible. Coordinate this list with NRC and .

Commonwealth Edison Company (CECO). Parameters will be .

selected from those available on only one CECO computer I

/ system.

2) Obtain from Zion station personnel all necessary plant ,

E information to permit conversion and interpretation of I transmitted plant parameters, and provide this information

<i to NRC incident response personnel in useable note-pad s format. Example: the plant vent effluent activity may be

Work shall icelude:

'I Reaching agreement with CECO regarding data transmission protocol and data formats.

  • Preparation of test data that can be used for implementation debugging (including tests of data i transmission) without concern for its secrecy.

l Reaching agreement with CECO regarding access to its l data transmission facilities from time to time for

] implementation debugging.

1 Li Prior to the FFE, a demonstration of data transmission and

j an FFE Dry-run exercise will also be conducted. The date for the demonstration of data transmission will be mutually agreed by the contractor, CECO, and NRC.

4) Investigate, recommend, and implement a suitable hardware / software environment for the NRC Headquarters-located h.j functions of this system. These functions shall include:

i! Receiving data transmissions f rom CECO.

  • Storing data in a database or file system which can supply data to the display functions.

! Displaying data to users concurrently at three 1coations j in the Operations Center, with printing capability at

p# two of them; and, in addition, at the cognizant NRC

.g Regional Office, with printing. capability.

j The display functions shall include:

Columnar screen displays of parameters vs time, in pre-defined, single-screenful groupings, with the most recent column on the right. These displays will be updated with newly received data automatically (without user input). The only user control will be the 1 selection of the parameter grouping to be displayed.

j Users will not be able to select the time range to be L.) displayed.

  • Printout showing all data received in each minute update, with most recent data on the bottom.

  • X-Y plotting of one or two parameters (on Y-axis) vs 1 time (on I-axis). Users will specify the parameter (s) and the time range.

Printing of X-Y plots generated by . users. Printing 3 using either characters or dot graphics is acceptable.

trainees can be assumed to have had some work-related i experience in using IBM-compatible Personal Computers. The l training shall be initiated no later than one week prior to i the FFE Dry-run and continue until the FFE exercise. )'

Suitable user documentation shall be provided so that the i] trained users can use the display functions of the system without further contractor assistance.

} 7) Software and system management procedures utilized during the FFE-2 shall be documented so that an experienced d

J computer specialist could re-establish the capabilities of y this system for a subsequent NRC exercise.

') The task shall commence upon award and be completed by 15 August 1987. -
