Electronic Transmission of Plant Parameters During Exercises i

g 1 A. Description J

This Task Order is being issued under work area 1 of Contract NRC-05-86-170. A requirement has been identified to provide i3 for electronic transmission of plant parameters, including if possible, thermal-hydraulic, radiological, and meteorological data, during selected Full-scale exercises involving the NRC Operations Center. The first opportunity involving participation by NRC incident response. personnel is the second Federal Field Exercise (FFE-2) being conducted in conjunction with the full-scale exercise at Zion Nuclear Power Station 23-

.' 25 June 1987.

l .

B. Statement of Work i

Three phases of the work have been identified -

1) investigative

?,

2) implementation
3) exercise performance y

th*/ The following tasks have been identified in-this' effort:

l 1) Identify the parameters that are suitable for transmission 1 from Zion station to NRC Headquarters during the exercise.

j The parameters should be as close to the list of' parameters j for ERDS as is possible. Coordinate this list with NRC and 3 Commonwealth Edison Company (CECO). Parameters will be j ,

selected from those available on only one CECO computer system.

,, 2) Obtain from Zion station personnel all necessary plant j information to permit conversion and interpretation of 1 transmitted plant parameters, and provide this information

? to NRC incident response personnel in useable note-pad

), format. Example: the plant vent effluent activity'may be d in " cpm": the contractor should provide all conversion data jy and plant procedures to permit calculation of a release rate in Curies per second if desired by Operations Center m* personnel. No computer-based work (other than text editing) will be required.

i kl 3) Provide assistance to CECO personnel in extracting data o: from the FFE-2 scenario; prepare the data for transmission 4 from CECO to the. Ops Center. Data shall be transmitted at '

T one minute intervals during the scenario for days 1 and 2.

) Work shall includa:

< {

' 1 Reaching agreement with CECO regarding data transmission  !

protocol and data formats (b

Preparation of test da: 3 hat can be used for implementation debugging including tests of data transmission) without cor..:n for its secrecy.

Reaching agreement with CECO regarding access to its data transmission facilities from time to time for implementation debugging.

Prior to the FFE, a demonstration of data transmission and an FFE Dry-run exercise will also be conducted. The date for the demonstration of data transmission will be mutually agreed

, by the contractor, CECO, and NRC.

4) Investigate, recommend, and implement a suitable hardware / software environment for the NRC Headquarters-located functions of this system. These functions shall include:

Receiving data transmissions from CECO.

i j

  • Storing data in a database or file system which can j supply data to the display functions.

.i  ;

ij

  • Displaying data to users concurrently at three 1coations j

ll in the Operations Center, with printing capability at g

two of them; and, in addition, at the cognizant NRC q'- Regional Office, with printing capability.

t i

I The display functions shall include:

.I

  • Columnar screen displays of parameters vs time, in pre-defined, single-screenful groupings, with the most i

recent column on the right. These displays will be

)1 j updated with newly received data automatically (without )

user input). The only user control will be the i selection of the parameter grouping to be displayed.

Users will not be able to select the time range to be q displayed.

.a Printout showing all data received in each minute

.j update, with most recent data on the bottom.

N{

  • X-Y plotting of one or two parameters (on Y-axis) vs j

time (on X-axis). Users will specify the parameter (s)

and the time range.

1 Printing of X-Y plots generated by users. Printing j using either characters or dot graphics is acceptable.

'j- exercise at both the site and the NRC Operations Center to ensure 1 operability of the system.

h' 6) Training shall be provided for up to six users. The trainees can be assumed to have had some work-related experience in using IBM-compatible

'~j Personal Computers. The training shall be initiated no later than one j week prior to the FFE Dry-run and continue until'the FFE exercise.

Suitable user documentation shall be provided so that the trained users can use the display functionc of the system without further 1 contractor assistance.

shall be documented so that an experienced computer specialist could )
