This Task Order is being issued under work area 1 of Contract NRC-05-86-170. A requirement has been identified to provide i
for electronic transmission of plant parameters, including if 3
possible, thermal-hydraulic, radiological, and meteorological data, during selected Full-scale exercises involving the NRC Operations Center.
The first opportunity involving participation by NRC incident response. personnel is the second Federal Field Exercise (FFE-2) being conducted in conjunction with the full-scale exercise at Zion Nuclear Power Station 23-25 June 1987.

Three phases of the work have been identified -
- 1) investigative

The following tasks have been identified in-this' effort:

- 1) Identify the parameters that are suitable for transmission 1
from Zion station to NRC Headquarters during the exercise.
j The parameters should be as close to the list of' parameters j
for ERDS as is possible.
Coordinate this list with NRC and 3
Commonwealth Edison Company (CECO).
Parameters will be j
selected from those available on only one CECO computer system.
- 2) Obtain from Zion station personnel all necessary plant j
information to permit conversion and interpretation of 1
transmitted plant parameters, and provide this information

Prior to the FFE, a demonstration of data transmission and an FFE Dry-run exercise will also be conducted.
The date for the demonstration of data transmission will be mutually agreed by the contractor, CECO, and NRC.
- 4) Investigate, recommend, and implement a suitable hardware / software environment for the NRC Headquarters-located functions of this system.
These functions shall include:
Receiving data transmissions from CECO.
ij Storing data in a database or file system which can j
supply data to the display functions.
.i ij Displaying data to users concurrently at three 1coations ll in the Operations Center, with printing capability at j
g two of them; and, in addition, at the cognizant NRC q'-
Regional Office, with printing capability.

- 5) The contractor shall' provida support service during a dezonstratien 4j' of data transnissica prior to tha FFE Dry-run. The contractor shall j
also provide support service during the FFE Dry-run and the FFE
'j-exercise at both the site and the NRC Operations Center to ensure 1
operability of the system.

- 6) Training shall be provided for up to six users. The trainees can be assumed to have had some work-related experience in using IBM-compatible
'~j Personal Computers. The training shall be initiated no later than one j
week prior to the FFE Dry-run and continue until'the FFE exercise.
Suitable user documentation shall be provided so that the trained users can use the display functionc of the system without further 1

contractor assistance.
- 7) Software and system management procedures utilized during the FFE-2 l
shall be documented so that an experienced computer specialist could

re-establish the capabilities of this system for a subsequent NRC exercise.
