.) A. Understanding the Requirements of the Scope of Work.

The scope of work describes the contractor support needed to

] provide a real-time, electronic transmission of selected thermal, hydraulic, radiological, and meteoro'iogical parameters during

]'

O full-scale exercisea conducted with plants for which NRC Incident Response Center is a participant. The first opportunity for such

]9 , parti.cipation by NRC is the second Federal Field Exercise (FFE-2) being conducted in conjunctiort with the Zion Nuclear Power

[h* Station full-scale exercise n$ - 25 June 1987. A Dry-Run Exercise, in which Ce' Ixident Response Ct.# er will participate, vill be conducted 5 6 M'ayi1987. The transmission system will-be

, e operable for this preliminary exercise also. The contractor -

, proposes to provide such a real time transmission system, with

displays of theitransmitted data in the NRC Operations Center in

,Sethesda, MD.

}- ('B, Technical Approach.

Comex and its principal subcontractor propose to provide technical support to NRC in the following manner:-

' l. We will udentify/'the parameters that are suitable for a

transmissions may be. performed either by software or by suitably configured modoe.a.- If special modems are p] required by the contractor,.we will provide them with 4

funds mentioned in the cost proposal, through 26 June 1987.

8. NRC will provide the following facilities for development: i N l 2

11. All software and hardware purchased, and software l authored, by the contractor for use in this Task Order 1 will be delivered to a designated NRC custodian, together i

with any supporting documentation. We will provide j

.j training to a designated NRC Staff person in the form of on-the-job training during the set-up, implementation, and

] test phases.

C. Resumes. The resumes for COMEX professional personnel that we ]

intend to have perform the work for this task were included in 1 1 our 2 October 1985 proposal for the basic contract. These i i personnel include Mr. Gary Bethke, Mr. Gordon Bryan, and Mr.  !

2 David Schultz.

D. Support Personnel. COMEX intends to use its principal  ;

subcontractor, Phoenix Associates, Inc., as the primary developer 2 of the computer-based functions. In addition to resumes already submitted for Mr. Mark D. Birnbaum and Mr. George Athey, Phoenix i vill also employ Mr. Andrew E. Allen, whose resume accompanies -

this proposal. , l E. Key Personnel. COMEX designates Mr. Gary Bethke and Mr. David Schultz as the key persons for the performance of this task.

During the period of performance, each will be available )

l) approximately 50% of the time. Mr. Mark D. Birnbaum will be the j j principal coordinator for computer based functions.

t j F. Conflict of Interest. Neither COMEX nor its proposed (3 personnel for staffing accomplishment of this tasking have any contractual, financial, or organizational relationship with .

Commonwealth Edison Company (CECO). COMEX will not evaluate the j resulting system during any future exercises in the NRC  ;

1 Operations Center.

. G. Deviations from Statement of Work. The following deviations from the subject Request for Proposal (RFp) and Statement of Work j] are as follows (referenced to Statement of Work item numbers):
