"uclear'*1egulatory Commission-t- Washington, D.C.

Dear 31r:

The refusal of State and local authorit-ies to cooperate in evacuation procedures is nothing but a political ploy.

How can it be otherwise, since the-Seabrook and Shoreham operators are willing j to assume 100% of the' costs involved in'.condu-

.cting the tests?

The fact remains that nuclear power

. has an unparalleled' safety record in our land, whereas coal use results in 50,000 deaths yearly,

'i-versu's none for nuclear power. Additionally, hundreds of added safety features have been added to the newer plants.

Also, evacuation . plans have been used on several occasions to safeguard the public during such events as chemical spills, floods, ,

tornadoes and industrial explosions.

Granting full operating licenses to Seabrook and Shoreham would be a service to our country.

Sincerely, 52 6980 PDR' QQ L
