Units 1 and 2) i SUPPLEMENTARY NOTICE OF AEC CONSIDERATION OF ISSUANCE OF FACILITY OPERATING LICENSES On March li,1971, a Notice of AEC Consideration of Issuance of Facility Operating Licenses was published by the Atomic Energy Commission (the Com-mission) in the Federal Register (36 F.R. 5008) in the captioned proceeding.

That Notice indicated that the Commission was considering the issuance of facility operating licenses to the Commonwealth Edison Company (Commonwealth Edison) and Iowa-Illinois Gas and Electric Company (Iowa-Illinois) which would authorize Commonwealth Edison, acting for itself and as agent for Iowa-Illinois, to possess, use, and' operate the Quad-Cities Nuclear Power Station, Units 1 and 2, which are single-cycle boiling water reactors, in Rock Island County, Illinois. The licenses would also authorize Corronwealth Edison and Iowa-Illinois to acquire and possess title to the facilities as their interests appear in the applications. The Notice provided the appli-cants with an opportunity to request a hearing and also provided an oppor-tunity for any person whose interest might be affected by the proceeding to file a petition for leave to intervene. No request for a hearing or peti-tion for leave to intervene was filed.

On September 9,'1971, the Commission published a revision of its regula-tions in 10 CFR Part 50, Appendix D, "ImplemerMtion of the National En- i vironmental Policy Act of 1969," (36 F.R.18071) to set' forth an interim statement of Commission policy and procedure for implementation of the National Environmental Policy Act of 1969 (NEPA)M The revised regulations require the consideration of additional matters in applicants' Environ-mental- Reports and in Detailed Statements of environmental considerations and provide for determination in pending proceedings of specified issues in addition to and different from those previously in issue in AEC licensing proceedings.

. Notice is hereby given, pursuant to 10 CFR Part 2, " Rules of Practice,"

and Appendix D of 10 CFR Part 50, " Licensing of Production and Utilization Facilities," that in the conduct of the captionec proceeding, the Commission is providing an opportunity for hearing with respect to those matters covered by Appendix D of 10 CFR Part 50. This notice does not provide an additional opportunity to any person to intervene on the basis of, or to raise matters encompassed within, the issues pertaining to radiological health and safety and the common defense and security for which opportunity to intervene was provided in the Notice of AEC Consideration of Issuance of Facility Opera-1 ting Licenses, published in the Federal Register on March 16, 1971. .

]~/ Tne Commission has since ad6pted certain amendments to revised Appendix 0 which were published in the FEDERAL REGISTER on September 30,1971 (36 F.R.

19158), November 11,1971 (36 F.R. 21579), and January 20, 1972 (37 F.R. 864).

L Accordi . gly, within thirty (30) days from the date of publication of this notice in the Federal Register, the' applicants may file a request for a hearing and any person whose interest may be affected by this proceecing may file a petition for leave to intervene. Requests for a hearir.g and petitions for leave to intervene shall be filed i.. accord-ance with the Commission's rules of practice in 10 CFR Part 2. If a request for a hearing or petition for leave to intervene is filed within the time prescribed in this notice, the Commission will issue a notice of hearing or an appropriate order. In accordance with 10 CFR 82.714, a petition for leave to intervene which is not timely filed will be dismissed unless the petitioner shows good cause for failure to file on time.
