DOCKET NO. 50-254 NOTICE OF DENIAL-0F AMENDMENT TO FACILITY OPERATING LICENSE AND OPPORTUNITY FOR HEARING The U. S. Nuclear Regulatory Commission (the Comission) has denied a request by Commonwealth Edison Company (licensee) for an amendment to Facility Operating License No. 29 issued to the licensee for operation of the Quad Cities Power Station, Unit No. 1, located in Rock Island County, Illinois.

Notice of Consideration of Issuance of this amendment was published in the FEDERAL REGISTER on December 31,1987(52FR49539).

The purpose of the licensee's amendment request was to revise the Technical Specifications (TS) requirements regarding operability of recirculation jet pump flow instrumentation.

The NRC staff has advised the licensee that the proposed amendment is denied since the licensee has failed to respond to the Comission's i request for additional technical infomation in a timely manner 10 support their application.

The licensee was notified of the Cominion's de alal of tl3a -

proposed change by a letter dated April 26, 1989.

By June 9,1989 , the licensee may de: mand a hearin9 with respect to the denial described above. Any person whose interest may be affected by this proceeding may file a written petition for leave to intervene.
