Dear Mr. Stello:

In accordance with the Federal Dr.ergency Management Agency (FEMA) rule, I 44 CFR 350, the State of Ohio submitted its State and associated local plans for radiological emergencies related to the Beaver Valley Nuclear Power Plant to the Regional Director of FEMA Region V for FEMA's' review-ard approval on April 28, 1980. These plans have been subsequently re-vised and were resubnitted again in January 23, 1986. W e Regional Director forwarded his evaluation of the Ohio State and local plans to me March 16,-

1987, in accordance with section 350.11 of the rule. His submission in-cluded an evaluation of the full-participation exercise conducted on November 19, 1986, and a report of the pubMc meeting held on August 24, 1983, which explained the site-specific aspects of the State -and local.

Based on an overall evaluation, I find and determine that the Ohic State and local plans and preparodness for the Beaver Valley Nuclear Power Plant are adequate to protect the health and safety of the public in that thera a is reasonable assurance that the appropriate protective measures can be taken offsite in the event of a radiological emergency. He adequacy of the public alert and notification system was verified as being adequate by FD4A on December 27, 1985.
