Ohio Schedule of Corrective Actions for Deficiencies Identified During the Beaver Valley Nuclear Power Plant (NPP) Offsite Radiological Emergency Preparedness (REP) Exercise Conducted on June 27, 1984 Attached is the schedule of corrective actions submitted by the State of Ohio for the deficiencies noted in the Final Report for the Beaver Valley NPP Offsite REP Exercise conducted on June 27, 1984. The exercise report was transmitted to you on August 30, 1984.
The Federal Emergency Management Agency Headquarters and Region V staff have reviewed the schedule of corrective actions submitted by Ohio and found it to be adequate.

State of Ohio & Columbiana County Schedule of Corrective Actions to the June 27, 1984 exercise with the Beaver Valley Nuclear Power Station Attached is the State of Ohio's schedule of corrective actions to the June 27, 1984 Beaver Valley Radiological Emergency Preparedness Exercise.
Within Region V the exercise involved full participation by Columbiana County and partial participation by the State of Ohio, in conjunction with the utility, the Commonwealths of Pennsylvania and West Virginia.
FEMA Region V has determined that the schedule of corrective actions will adequately amend the exercise deficiencies identified in Region V's exercise report dated July 31, 1984. It should be noted that criteria items that required demonstration (s) during the exercise will remain as "open" deficiencies until they are demonstrated in a future exercise.

This correspondence is in reply to your final report of the Beaver Valley Power Station exercise conducted on June 27,1!#84. Included is a brief i
-description of the deficiencies found, the manner in which it will be corrected and the approximate time frame for completion. Also, a copy of the Columbiana County response to your report is enclosed.
The most significant deficiency was relative to NUREG 0654, Item E6 concerning exercise objective #13. The objective indicated that Ohio would
" Demonstrate the ability to alert the public within the ten (Io) mile EPZ and disseminate an initial instructional message within 15 minutes."
A Category B deficiency was given to the State of Ohio and Columbiana County because the actual sounding of the sirens did not occur until 66 l
minutes after the declaration of " General Emergency". Although it is not felt i
by this agency that Ohio or Columbiana County contributed to the delay, the seriousness of the problem is appreciated. As stated in your narrative, Columbiana County was prepared to activate the public alert and notification system. The procedures are written to assure coordination of the siren activation which would allow for simultaneous sounding. Even though the simultaneous activation is desirable, it is not critical. Therefore the corrective action will assure the timely notification (15 minutes) of the public within Ohio as called for in NUREG 0654 and will be accomplished by the following:

If an acreement cannot be reached that is within the 15 minutes allowed. Columbiana County officials will sound the sirens and alert the public in Ohio.

This procedure will be adhered to both during exercises, and any true

emergencies.
A second Category B deficiency was found pertaining to the use of the I
dedicated (go!d) telephone system. The dedicated telephone system was designed to allow discussion between all involved counties and states. Due to the number of parties involved in decision making around the BVPS, coordination of system l
use is difficult. At any one time there may be different groups wanting to use the system at the same time.
The correction of this deficiency will be made by modification of procedures and/or modification of equipment. Presently, attempts are being made to modify i
the equipment to allow the separation of county conversations and conversations between the utility and states. It will continue to allow the utility to break into any conversation if the need arises. This additional flexibility will allow the three counties to discuss siren activation while at the same time allowing the three states to discuss additional protective actions if desirable. If simultaneous with these conversations the utility sees a worsening condition at the plant, they may come on line with all parties and disseminate that information.
The standard operating procedures pertaining to the use of dedicated

telephone systems will be modified to reflect any equipment changes and l
establish a protocol for its use.
These changes are to be in effect prior to the September 19/20, 1986 i
exercise.

We hope these solutions will prove effective in solving the problems found l
during the June 1984 exercise and eliminate the need for further modifications.
