Dear Mr. Stello:

. In' accordance with the Federal Emergency Management? Agency '(FEMA). rule, 44 CFR 350,. the ' State of West Virginia submitted its State and.associa "

ted local plans for radiological emergencies related to the Beaver Valley Power' Station to the Regional Director of. FEMA Region III for j

~?EMA's review and approval on September 20, 1983. The Regional Director 1

forwarded his evaluation of the West. Virginia State and local plansLto Ej me August-13,1987, in accordance with section 350.11 br the rule.= His j

submission included an evaluation of the full-participation exercise con-i ducted on November 19, 1986, and a report of the.public meeting held on l

July 27, 1983, which explained the site-specif$c aspects of the State and local plans.

i Based on an overall evaluation 3 I find and determine that the West Virginia-State and local plans and preparedness for the Beaver Valley Power Station are adequate to protect the health and safety of the public in that there l-is reasonable assurance that the appropriate protective measures can be j

taken offsite in the event of a radiological emergency. The adequacy of i

the public alert and notification system was verified as being adequate by l

FEMA on December 27, 1985.

Sincerely, Dave McLoughlin Deputy Associate Director 4
