NOTICE OF VIOLATION Detroit Edison Company Docket No. 50-341 As a result of the inspection conducted on September 30 through November 10, 1986, and in accordance with the " General Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1985), the following violation was identified:

10 CFR 50, Appendix B, Criterion XVI states in part, " Measures shall be established to assure that conditions adverse to quality ... are promptly identified and corrected. In the case of significant conditions adverse to quality, the measures shall assure that the cause of the condition is determined and corrective action taken to preclude repetition."

Contrary to the above, the corrective action taken following incorrect valving techniques of reactor vessel level transmitters resulting in inadvertent ESF actuations on April 8, May 1, May 6 and September 28, 1985, did not preclude repetition of inadvertent ESF actuations from incorrect valving techniques of reactor vessel level transmitters on October 5 and 6, 1986.

This is a Severity Level IV violation (Supplement I).

The inspection showed that action had been taken to correct the identified violation and to prevent recurrence. Consequently, no reply to this violation is required and we have no further questions regarding this matter.
