AIR & WATER POLLLEION PATROL RESPONDS TO " TESTIMONY RELATING TO REMAND HEARING ON AVAILABILITY OF BUS DRIVERS FOR OWEN J.

ROBERTS & SPRING-FORD SCHOOL DISTRICTS".

The Air and Water Pollution Patrol (AWPP) received a submission entitled " Testimony Relating to Remand Hearing on Availability of Bus Drivers for Owen J. Roberts and Spring-Ford School Districts".

AWPP moves the Licensing Board rules the testimony of the Panel composed of Vincent Boyer and Robert Bradshaw be stricken as out-dated since the Chernobyl accident. AWPP further moves that the Board realisticall'y commence to reappraise the entire question re adequacy of every portion of the Limerick evacuation plan, not only for students, but all citizens as well.

At paragraph 12 of page 5 the panel admits bus drivers may not show up due to illness "or other reasons". Certainly the rev-elations following the Chernobyl accident has a direct influence on "other reasons'...mainly fear and realization by the bus drivers of the impossibility of evacuation. In a bus. driver survey of another school district outside the EPZ, AWPP was told that there has been no word regarding driving to Limerick to evacuate stu-dents since first discussed two years ago. The survey indicated the Chernobyl accident.has changed many drivers minds about parti-l l

companies and bus drivers on the basis of the International Atomic Energy Agency aanalysis of the implications of the Chernobyl acci-dent VS such things as evacuation distances and hazards involved during evacuation. .

Further, the Board must consider that one fact emerges from '

the Chernobyl disaster as it relates to Remand Hearings re evacu-ation, AWPP moves thp Board consider the problem involved in the Remand Hearings to be more than simply providing bus drivers for two school districts as the Licensee considers it to be. AWPP fur-ther moves the Board not consider the testimony of a biased panel whose previous testimony (Boyer: Evacuation is mere window dressing) demonstrates a lack of appreciation of the significance of the hard evidence of Chernobyl as it may deprive citizens of life and property while it infringes on the personal freedom and security in their own homes.

In total AWPP moves the Board factor in the Chernobyl findings of the International Atomic Energy Agency'and shut down the Limer-ick reactor pending the implementation of an evacuation plan cap-able of moving out every citizen within 20 miles of the reactor.
