! SUSJECT: OPEN ITEMS A880CLATED WITH CHAPTER 2 AND 20 OF THE AP600 SAFETY EVALUATION REPORT (SER)

Dear Mr. Liparulo:

~

f The Emergency Preparedness and Radiation Protection Branch'(PER8) has provided SERs for Chapter 2 and Chapter 20. However, the input to these sections contained some open items.

These open Nems have been extracted from the SERs and can been found in the enclosure to .

. this letter. .

it should be noted that PER8 has not completed its review of Chapter 20 items. The Branch has completed its review of the Untosolved Safety lasues and Generic Safety lasues that it has been assigned, however, the branch is still in the process of reviewing Bulletins and Generic Letters  ;

that are within its area or responsibility. Therefore, there is the potential that additional questions  ;

4 may result once the review of the Bulletins and Genenc Letters is completed.  ;

i You have requested that portions of the information submitted in the June 1992, application for

' design certification be exempt from mandatory public disclosure. While the staff has not completed its review of your request in accordance with the requirements of 10 CFR 2.790, that portion of the submitted information is being withheld from public disclosure pending the staffs i final determination. The staff concludes that these follow on questions do not contain those  ;

portions of the information for which exemption is sought. However, the staff will withhold this  ;

letter from public disclosure for 30 calendar days from the date of this letter to allow Westing-house the opportunity to verify the staffs conclusions. If, after that time, you do not request that -

all or portions of the information in the enclosures be withheld from public disclosure in accor.  :

dance with 10 CFR 2,790, this letter will be placed in the Nuclear Regulatory Commission Public Document Room.  !

if you have any questions regarding this matter, you may contact me at (30t) 4151132.  !

Sincerely, original signed by:  !

OPEN ITEM ASSOCIATED WITH CHAPTER 2 AND 20 -

l 1

470.41F Chaoler 2 (Meteorology) -

in Section 2.3 of the AP600/SSAR, Westinghouse spoolfles bounding conditions and f assumptions related to regional cinnatology, local meteorology, onsite meteorologi-  !

cal measurements program, short term (accident) d6ffusion estimates X/Q, and long- l term diffusion estimales X/Q. The term X/Q is the relative stmospheric c:mcontra- e tion, X (C6/mi, of redeological releases at the receptor point in terms of the rate of release, Q (C6/second), from the point of release.

}

j Westinghour 'istes that site specific meteorology information would be provided by f the COL app' mt. Further, Westinghouse notes that, if the site specific meteorol-  !

ogy parameters exceed the boundmg X/Q values in AP600/SSAR Section 2.3.4 and Table 21, the COL applicant will address how the redsological consequences >

resulting from the design besla accidents (DBAs) continue to meet the dose refer-  !

ence values given in 10 CFR 50.34 and control room operator dose limits given in  ;

GDC ig using s6te specific X/Q values. The staff has not ecoopted the short term  ;

(accident) bounding X/Q values proposed in AP600/SSAR Section 2.3.4 and l Table 21 pending completion of the radiological consequence assessments resulting from postulated design basis accidents (DBAs). This is FSER Open  :

lasue 2.31. [

680.9F Chapter 20 (Issue lil.D.3.3: IrFPlant Radiation Monitoring) i 10 CFR 50.34(f)(2)(xxvii) (Ill.D.3.3) states that the licensee shall " provide for monitoring of inplant radiation and airbome radioactivity as appropriate for a broad i range of routine and accident t.onditions." i The AP600 will be provided with area and airbome radiation monitors to supplement i the personnel and area radiation survey provisions of the AP600 health physics -

program described in Section 12.5 of the SSAR. These area and airbome radiation monitors, which are described in Section 11.5 of the SSAR, will comp 8y with the t

personnel radiation protection guidelines of 10 CFR Part 20,10 CFR Part 50, .

10 CFR Part 70, and RGs 1.g7,8.2,6.8, and 8.12.

in addition, NUREG-0737, item lit.D.3.3 states that "sach licensee shall provide equipment and associated training and procedures for accurately determining the.

airbome lodine concentration in areas within the facility where plant personnel may be present during an accident." Effective monitoring of increasing iodine levels in the buildings under accident conditions must include the use of portable instruments.

Because the description of portable instrumentation, training, and procedures is outside the scope of the AP600 SSAR, this is a COL item. Westinghouse has stated, in Section 12.3 of the SSAR, that the " Combined Licensee applicant will i

address the criteria and methods for obtaining representative measurement of radio-logical conditions, including airbome radioactivity in work areas." Westinghouse i should modify this COL commitment to state that the Combined Licensee applicant will also address the use of portable instruments, and the associated training and procedures, to accurately determine the airbome lodine concentration in areas within '

the facility where plant personnel may be present during an accident. -
