OMAHA VETERANS ADMINISTRATION MEDICAL CENTER DOCKET NO. 50-131

1. In accordance with the regulations in 10 CFR 50.30(u), please resubmit your ,

application for amendment as a signed original undcr oath or affirmation.

2. Please submit replacement technical specification (TS) pages that reflect the changes I you are proposing for the TSs. Use vertical bars in the margin of the TS pages to indicate areas of change.

3. Please provide a safety analysis for each of your proposed changes or additions to  !

the TSs. The analysis should clearly explain what the change or addition you want to make is and provide a justification as to why the chrnge is acceptable.

4. One of your proposed changes would allow postponement of surveillances if the ,

react r is shut down for periods of time exceeding the surveillance interval. Please provide a justification for those surveillances that this postponament would apply to.

5. It appears that your proposed TS 4.5 is a substitute surveillance for when contic! rod or fuelinspections cannot be performed. Explain how you can establish baseline measurements and see long term trends if the analysis is only performed when the reactor is shut down for a period of time long enough for a surveillance to come due.
