SUBJECT:

EXPIRATION OF SENIOR OPERATOR LICENSE

Dear Mr. Claassen:

This letter is to confirm our understanding that your Senior Operator License has expired and from discussions with you that you will not operate the reactor or perform licensed-required functions until your license is renewed.

The NRC staff recognizes that there was confusion over changes in the regulations among a number of facilities and individuals with regard to license renewal, and that your activities have been as required by the NRC-approved requalification program for your facility. However, as a licensed operator, you have a personal responsibility to ensure that you comply with all the provisions of your license, including ensuring that you have an active license if you perform licensed activities.

Faiiure to comply with license requirements in the future could result in enforcement action against you.

NRC inspection at your facility determined that the facility allowed you to perform duties that require an operator license after your license had expired.

A copy of the associated inspection report and enforcement action is enclosed.

You are not required to respond to this letter.

However, if you choose to provide a response, please provide it to me within 30 days at the U.S. Nuclear Regulatory Commission, Mail Stop 011-B20, Washington, D.C. 20555.
