Center, A. J. Blotcky Reactor Facility which you submitted un' er the provisions of 10 CFR d
50.54(q). The briefing interval of offsite emergency response personnel was changed from yearly to annually not to exceed 15 months.

Our initial review of this change indicates that the new wording of the commitment can be interpreted as a decrease in the effectiveness of your emergency plan since it is possible to extend the 12 month briefing cycle to 15 months. However, this change was found by the staff to be acceptable because there is precedence for flexibility in other frequency requirements (e.g.i surveillance requirements in technical specifications) and because the nature of this commitment allows flexibilityJ Implementation of this change will be subject -
- to inspection to confirm that the commitment is being met.
