Dear Mr. Adams:
The attached changes to the Omaha Veterans Administration !!edical Center TRIGA Reactor Emergency Plan have been made according to 10CFR 50.54q.
Our Reactor Safeguards Committee has reviewed these changes and determined that they do not decrease the effectiveness of the plan.

Changes to Emergency Plan 7.2.2.1.1 Change from: Calibrated recording constant air monitor is in 24-hour (Pg. 8) operation in the Reactor Laboratory to: Calibrated recording constant air monitor will be operated while the reactor is in operation and will be available for 24-hour operation if necessary.
Justification: Since there will be no airborne radiation escaping while the reactor is not operating, shutting off the air pump will prolong the life of the pump.
7.4.5.1.1 and 8.5.2.1.6 (Pgs 11 and 14)
Change from: Scott Air Pak to: Self Contained Breathing Apparatus (SCBA)
Justification: This will eliminate reference to a brand name.
8.5.4 Change from: The portable health physics instruments and dosimeters (Pg . 14) in the emergency cart will be inspected and checked for operability quarterly and calibrated semiannually.

Justification: This will make the calibration frequency coincide with the annual calibration of all the other laboratory survey meters.
10.1.1.6 Delete: Emergency on site personnel vill be initially trained (Pg. 15) and biennially retrained in "How to use a Scott Air Pak "
Justification: Personnel vill not have to use a Self Contained Breathing Apparatus.
8.3.3 Change from: Telephones are available throughout the hospital including on the reactor console . . . .
to: Telephones . . . . including near the reactor console . . .
Justification: Keeping the telephone on the reactor console makes too much clutter on the desk. The cord is of succificent length to reach the console but , under normal conditions ,
the telephone vill be kept on a table behind the console.
