SUBJECT:

TRIGA REACTOR EMERGENCY PLAN The staff of the U.S. Nuclear Regulatory Commission (NRC) has completed its review and evaluation of changes to the emergency plan for the Omaha Veterans Administration Medical Center TRIGA Reactor that you submitted on March 3, 1988 in compliance with 10 CFR 50.54(q).

The changes to Sections 7.4.5.1.1, 8.5.2.1.6, 10.1.1.6 and 8.3.3 were reviewed against 10 CFR 50.54(q). The changes to Sections 7.7.2.1.1 and 8.5.4 are not change: in emergency preparedness requirements but have been reviewed against industry standards and license conditions.

Based on its review, the staff concludes that the changes to the emergency plan for the Omaha Veterans Administration Medical Center TRIGA Reactor facility meet both the requirements of the regulations and the guidelines provided to you. The changes do not decrease the effectiveness of your approved plan, and are, therefore, acceptable. We request that you begin to implement your approved emergency plan immediately.
