OF MEETING WITH C-E, CE0G ON REVIEW OF TER ON _

C-E OWNERS GROUP TOPICAL REPORT CEN-327, "RPS/ESFAS EXTENDED TEST INTERVAL EVALUATION" The OTSB staff met with personnel from Combustion Engineering Company (C-E) and the Combustion Engineering Owners Group (CEOG) to discuss problems encountered in the review of CE0C- Topical Report CEN-327 with respect to extrapolability of Calvert Cliffs results to other C-E plants and bistable setpoint drift. Additionally, a Vendor /0wners' Group presentation was made on extension of _ refueling interval surveillances. The following is a sumary of the major issues requiring resolution following the meeting:

  • Extrapolability of Calvert Cliffs Results on Extended Test Intervals (STIs) to other C-E Plants A presentation was made by C-E using Accident Sequence Evaluation Program (ASEP)models. Core damage frequency (CDF) contributions were calculated for each ASEP signal-related component to obtain CDF contribution estimates from all these components.

The staff felt that this (ASEP) method to determine extrapolability of Calvert Cliffs results might contain more error than possible simpler methods compar-ing actuation system and interfacing fluid systems unavailabilities, since actuation system unavailabilities are generally substantially smaller than fluid system unavailabilities.

  • Bistable Setpoint Drift The problem of bistable septoint drift, raised in the review of CEN-327 by the EG&G reviewers, is being examined generically by BNL/SAIC with respect to its risk contribution. Results of this study are expected soon.
