SUMMARY

OF THE NOVEMBER 12,13, AND 18,1997, MEETINGS REGARDING THE CALVERT CLIFFS IMPROVED TECHNICAL SPECIFICATIONS ,

On December 4,1996, Baltimore Gas and Electric Company (BGE), submitted a license amendment request to convert the Calvert Cliffs Nuclear Power Plant, Unit Nos.1 and 2 Current Technical Specifications (CTS) to the Improved Technical Specifications (ITS). On November 12,13, and 18,1997, the U.S. Nuclear Regulatory Commission (NRC) and BGE held meetings at One White Flint North, Rockville, Maryland to discuss clarification of Calvert Cliffs Technical Speedications (TSs). Some of the Calvert Cliffs ITS Sections needed more discussion time than anticipated on November 12 and 13, and a continuation meeting was held on November 18,1997, to complete discussions. Enclosed is a list of the meeting attendees.

The meeting discussions included close out of severalitems on 1.0, Use and Application; 2.0, Safety Limits; 3.1, Reactivity Control; 3.2, Power Distribution; 3.5, ECCS; and 3.9, Refueling.

Initial discussions were conducted on 3.6, Containment Systems; 3.7, Plant Systems; 3.3, instrumentation; and 3.8, Electrical Systems. Most of the questions raised on these systems were resolved through discussions, i.e., the CTS to ITS justification for change should include where applicable, that the discussion item was relocated from theTSs to a licensee-controlled document, such as the Technical Review Manual, the Updated Final Safety Analysis Report , or the Offsite Dose Calculation Manual.

Additional review was requested for (1) the applicability of the auxiliary feedwater (AFW) in Mode 4 when the steam generator is used for heat removal, (2) the requirement to use the automatic dump valves for steam generator tube rupture, and (3) the a:: tion to be taken in the event of a totalloss of AFW.
