OF THE APRIL 28,1999, MEETING REGARDING CALVERT CLIFFS NUCLEAR POWER PLANT, UNIT NOS.1 AND 2 - STEAM l GENERATOR REPLACEMENT PROJECT (TAC NOS. MA5272 AND MA5273)

On April 28,1999, the Nuclear Regulatory Commission (NRC), and Baltimore Gas and Electric Company (BGE/ licensee) and their contractor, Steam Generator Team (SGT), held a meeting in One White Flint North, Rockville, Maryland, to discuss the Calvert Cliffs Nuclear Power Plant, Unit Nos.1 and 2 steam generator replacement projects. Enclosure 1 is a list of attendees.

Enclosure 2 is a copy of the viewgraphs distributed at the meeting.

The purpose of the meeting was for BGE to present the status of their Calvert Cliffs Nuclear Power Plant, Unit Nos.1 and 2 steam generator replacement project.

The licensee presented the management organization, fabrication status, quality assurance and l quality control, safety analysis status, and replacement activities. The staff inquired about I fabrication method, material selections, and weld repair. The licensee and NRC staff discussed the licensing issues and methodology relating to the safety analysis.

With respect to the safety analysis, the licensee stated that the original SER for Calvert Cliffs mentioned both 1100 psia for the peak reactor vessel pressure following a loss of electric load transient and 110% of design pressure. The licensee intends, as part of the steam generator replacement project to reanalyze the loss of electric load transient and must then decide, in accordance with 10 CFR 50.59 whether this is an unreviewed safety question.

The replacement steam generators are scheduled to be installed in Units 1 and 2 in year 2002, and 2003, respectively. The licensee plans to update the staff on its steam generator replacement in future meetings.
