OF AUGUST 20,1998, MEETING WITH BALTIMORE GAS AND ELECTRIC COMPANY (BGE) REGARDING LICENSE RENEWAL ACTIVITIES FOR CALVERT CLIFFS NUCLEAR POWER PLANT, UNIT NOS.1 AND 2 On August 20,1998, the Nuclear Regulatory Commission (NRC) staff held a public meeting with representatives of Baltimore Gas and Electric Company (BGE) at Rockville, Maryland, to discuss the progress of the NRC staff's review of BGE's License Renewal Application (LRA) for its Calvert Cliffs Nuclear Power Plants, Unit Nos.1 and 2. Additionally, BGE to provided the staff with an overview of a proposed method that could be used for evaluating the performance of both parties efforts to support BGE's LRA review. A list of meeting attendees is provided in Enclosure 1 and slides used by BGE for the discussion are provided in Enclosure 2.

During the meeting, BGE summarized how it proposed to use a report card to assess the staffs performance of its LRA review. BGE emphasized that the purpose of the report card was to provide consistent topics for setting management expectations and assessments, to facilitate communications between BGE and the NRC, to facilitate early identification of process relationships and issues, and to allow for line management resolution of issues prior to mutual escalation. Following its explanation of the repor' card process, BGE then provided the staff with its report card for the progress made on BGE's LRA to date. During its presentation, BGE also highlighted several areas where, while there was currently no need for concern, BGE was interested in assuring that issues associated with the cost of its LRA review be identified early for resolution, that previous commitments for partial fee waiver by the NRC be adhered to, and that better indicators of performance than the current high-level milestone tracking be identified.

l The NRC staff then suggested that following issuance of all the staffs requests for additional information on BGE's LRA, that both parities hold a public meeting to discuss better indicators of performance and how both parties will continue to meet future milestones. Additionally, BGE indicated its eagerness to provide presentations to support the staffs review where necessary, and to hear feedback on its severe accident mitigation alternatives portion of its LRA. While discussing potential attention areas, BGE recommended a " hit list" approach to track high
