SUMMARY

OF LICENSE RENEWAL STEERING COMMITTEE l MEETING The License Renewal Steering Committee (LRSC) met with the Nuclear Energy Institute (NEI) License Renewal Working Group and representatives of Baltimore Gas and l Electric (BGE) and Duke Energy, on October 29,1998, to discuss the status of license J renewal activities. Attendees are listed in Attachment 1. Slides presented by the BGE representative for the status of 'he Calvert Cliffs license renewal application review are provided as Attachment 2. A summary of the meeting follows:

Calvert Cliffs License Renewal Review Status (Sianificant Milestones & Activities)

As a part of their " report card" approach (See minutes from August 20,1998 meeting)

BGE discussed their performance and their perception of the NRC staff performance with regard to a number of metrics established for measuring license renewal progress.

BGE stated that schedule adherence was going well for resolving the 453 requests for additional Information (RAls) submitted by the NRC staff as part of their safety review of the application. Responses for 427 RAls have already been prepared and are currently undergoing internal BGE review or have been submitted to the NRC. The NRC has accepted the adequacy of the RAI responses for four systems: Diesel Fuel Oil, Feedwater, Cables, and Radiation Monitoring. The remaining 26 for which BGE sought clarification have been or are being clarified. Public meetings between BGE and the NRC staff will be scheduled, as necessary, to discuss information needs and to focus questions. BGE predicted it would meet the November 21,1998 deadline for answering l all safety revie# RAls.

The 32 environmental review questions (RAls) were received from the NRC staff on time and are in process by BGE. There are no open items for the environmental review and BGE predicted it would meet the December 6,1998 deadline for responses to all environmental RAls. l BGE went on to rate the quality of work as generally good and said that the NRC was adhering to the guidelines for the process. Communications were also rated as good.

For cost control, BGE requested that billing be timely to help accommodate their year-based budgeting and accounting. Delayed billing toward the end of a year may gi skew the budgetary numbers for the previous and following year.

Among the accomplishments BGE listed for the October 1998 report card, were that the i NRC met its RAI Milestones, that additional open items were closed or in route i tosolution, and that the hearing process decisions that had been made were fair, timely, and in accordance with established guidelines.

The only concerns listed were that the BGE RAI response milestone is dependent upon the NRC staff defining its information needs for the 26 RAls requiring clarification. BGE went on to say that there are good efforts for resolving open items in a timely manner.

Oconee License Renewai Review Status

Duke discussed license renewal progress for the Oconee application in light of a series of success criteria estat,lished at the LRSC meeting in September. The first criteria, conducting a public scoping meeting to support preparation of the environmentalimpact statement, was successfully met on October 19,1998, at the Ocones site. The Duke  ;

representative said the meeting was effective and complemented the moderator, Chip I Cameron, and the NRC staff on their conduct of the meeting.

Another criteria was met by the successful conclusion of a series of electrical and environmental review site visits. The Duke representative said exit interviews for these meetings indicated that the NRC staff had received the information it needed.

' The third criteria for gauging progress was the production of RAls from the safety review of the Oconee application. A series of 35 RAls were given to Duke at the LRSC meeting. Duke requested that they be informed of progress in the review process so that they may plan their resources accordingly.

Duke also said that the Chatooga Watershed Coalition had filed a petition for leave to intervene and a request for hearing with regard to license renewal for Oconee.

Contentions were due on Friday, October 30.

The Duke representative also said Oconee may undergo a Severe Accident Mitigation Alternatives (SAMA) review in Novemberf The NRC has not yet made final plans with regard to this item.

The NEl and License Renewal Review Status Representatives of the NEl said progress in the license renewal arena is very important to the nuclear community. The presence of several nuclear industry executives at the LRSC meeting and the publication of articles in industry magazines about the Calvert Cliffs and Oconee applications were cited as evidence that license renewal has become the closely watched centerpiece in nuclear industry regulatory reform.

3 November 13, 1998 The NEl stated that the most important priority for the license renewal process is the resolution of generic technicalissues. The NEl has requested that the NRC staff meet to discuss and rank the individual Priority 1 issues and establish a schedule of when the NEl may expect the NRC to establish generic positions (Priority 1 issues are those that require resolution to support a license renewal application in staff review). The NRC The NEl also requested clarification on the amount of credit given for existing programs and the amount of detail and description of those programs required to be in an application. The current industry position is that there should be a hirerarchy of programs for which differing amounts of detail would be expected for demonstrating adequacy. For example, the 10 CFR 50.49, Environmental Qualification, program has been closely inspected by the NRC. The program is specific in its requirements, continues to receive NRC review, and is enforceable. It would be expected that this type of program would not require extensive detailin an application. For programs for which there is no specific standard, such as erosion / corrosion, the industry would expect to provide comprehensive detail in an application.

The NEl also said they plan to visit with the Commissioners in early December to present the nuclear industry perspective on license renewal.

January 14 Meetina The next LRSC meeting with the NEl License Renewal Working Group is scheduled for January 14,1999.
