SUMMARY

OF THE SEPTEMBER 1,1999, MEETING REGARDING CALVERT CLIFFS NUCLEAR POWER PLANT, UNIT NOS.1 AND 2 (TAC NOS. MA6077 AND MA6078)

On September 1,1999, the Nuclear Regulatory Commission (NRC) staff held a meeting at the NRC offices in Rockville, Maryland with representatives from Baltimore Gas and Electric Company (BGE), the licensee for Calvert Cliffs Unit Nos.1 and 2 to discuss plans for an Advanced Core Monitoring System. Enclosure 1 is a list of attendees. Enclosure 2 is a copy of the licensee's agenda.

The licensee indicated that they intend to replace the current rhodium detector with platinum, non-depleting in-core instrumentation (ICl) detectors into the Calvert Cliffs Unit 2 reactor core during the spring 2001 refueling outage. The existing rhodium detectors work by neutron reaction and the rhodium is depleted over time. They, therefore have an expected life of 1 to 2 fuel cycles depending upon their location in the core. The new detectors with an inconel 690 alloy (1-990) sheaths are expected to last up to and beyond 5 cycles (greater than 10 years).

The licensee further indicated that ABB - Combustion Engineering (ABB - CE) will submit generic topical reports regarding this matter by January 2000 and BGE would submit an l amendment request including a site-specific application by March 2000.

The NRC staff indicated that in order to meet the licensee's ambitious schedule it would be necessary for ABB - CE to submit very high quality reports which would include justification for replacement of the CECOR Code by the POLCA Code and justify the use of gamma detectors compared to previous use of neutron detectors. The staff advised the licensee to also submit a high quality site-specific application.

SUMMARY

' This project will install platinum, non-depleting In-Core Instmmentation (ICI) detectors -

into the reactor core. The existing rhodium detectors work by neutron reaction and the rhodium'is depleted over time. They, therefore, have an expected life of 1 to 2 fuel cycles depending upon their location in the core. The platinum detectors work by gamma reaction ' and Do Not Deplete over time. These new detectors with an Inconel 690 alloy (I-690) sheath are expected to last up to and beyond 5 fuel cycles; greater than 10 years.

i This pmject will develop, license and install a new core monitoring software. The new software code will perform 3-D nodal power calculation, using advanced thermal-hydraulics methods and a 2-energy group nodal model. The most important features in this system are the ability to construct the power distribution in each fuel assembly I and to provide pin-wise calculated quantities. This capability will enable the system to l

perform on-line monitoring of the thermal lithits on Peak Linear Heat Rate and DNB. '

New software was chosen because it is more cost effective than modifying the existing software and it better serves life extension plans. The new software will be installed into the Simulator in 2000, into Unit-2 in 2001 and into Unit-1 in 2002.

This pmject will install Quickloc flanges. Quickloc is an ABB patented In-Core Instmment flange closure system, which will significantly reduce critical path time and i

man-rem exposure associated with servicing the eight ICI flanges. Manipulation of  !

the individual ICI's is eliminated, thereby reducing the chance for physical damage i

over the useful life of the ICI.

PROJECT SCHEDULE i-At the October,1998 Nuclear Leadership Team meeting, this project proposed an implementation date of 2002 and 2003. Since then, the team has worked to move the implementation date to 2001 and 2002. The change in schedule improves the cost benefit analysis and minimizes outage resource conflicts between this project and the Steam Generator Replacement project.
