SUBJECT:

SUMMARY

OF MEETING WITH BALTIMORE GAS AND ELECTRIC COMPANY (BGE) ON BGE LICENSE RENEWAL ACTIVITIES On April 8,1997, the Nuclear Regulatory Commission (NRC) staff met with representatives of BGE in Rockville, Maryland to discuss BGE's responses to the staff's August 30, 1996, request for additional information (RAI).

Attached is a list of the meeting attendees. The intent of the meeting was to 1 provide the staff with an opportunity to request clarification or provide comment on selected BGE RAI responses. The meeting focused on the RAI responses for the main feedwater, structure, and component suoports technical reports. It should be noted, that BGE intends to submit revised technical reports that address several of the staff's RAI. As a result, the meeting focused only on the RAI responses which contained technical issues that could I be reviewed independent of the revised technical reports. Once the revised  !

technical reports are submitted, the staff will review the reports to assure  ;

that all of the questions raised in the staff's RAI have been adequately '

addressed.

Several issues were discussed during the meeting. The most noteworthy issue  !

involved crediting design features to dismiss potential aging effects from i further review. BGE noted that there are certain design features that were l

included in the original design of some structures and components for the i purpose of preventing the environment necessary for certain aging effects to occur. In such cases, BGE does not consider the aging effect to be plausible because the design feature prevents the necessary environment from occurring.

The staff acknowledged BGE's discussion on design features, however, the staff noted that some process needs to be established to ensure that these design i features remain functional and in place because the removal or failure of a design feature could lead to a conducive environment for a potential aging effect to occur. BGE stated that many of the design features are currently documented in the final safety analysis report (FSAR). The staff noted that not all design features relied on to assist in the aging effect plausibility determination are included in the FSAR. The staff noted that this is an issue l that is also being discussed as part of the NRC regulatory guide development.

At the conclusion of the meeting, the staff informed BGE that it may send i another RAI to supplement some of the RAI questions and responses discussed '/

during the meeting. The staff noted that if another RAI is 1: sued, it would /

be the last RAI until after the revised reports were submitted.
