OF NOVEMBER 23,1998, MEETING WITH BALTIMORE GAS AND ELECTRIC COMPANY (BGE) REGARDING LICENSE RENEWAL ACTIVITIES FOR CALVERT CLIFFS NUCLEAR POWER PLANT, UNIT NOS.1 AND 2 (TAC NOS. M95453, M95454, M99178, M99591, M99591, M99210, MA0601, MA0602, M99227, MA1016, MA1017. AND M99223)

On November 23,1998, several members c ne Nuclear Regulatory Commission (NRC) staff visited the Calvert Cliffs Nuclear Power Plara (CCNPP) to review plant records associated with the chemistry, allow 600, and boric acid corrosion inspections programs relied upon in the Baltimore Gas and Electric Company (BGE) license renewal application (LRA) for CCNPP Units 1 and 2. Specficially, the staff was looking to determine what additional information BGE needed to provide related to previously issued requests for additional information (RAl), 5.17.7, 9.1,4.1.26, and 5.2.3, which the staff had issued against BGE's LRA for CCNPP Units 1 and 2.

Follow!ng the site visit, on November 23,1998, the same NRC staff members held a public meeting with representatives of BGE at the CCNPP visitor center in Lusby, Maryland, to discuss that staff's review of plant records associated with the chemistry, allow 600, and boric acid corrosion inspections programs. A list of meeting attendees is provided in Enclosure 1.

The staff stated that based on its review of several BGE chemistry procedures (CP-206, CP-217, and CP-224) the staff had obtained sufficient information to answer RAI 5.17.7 and 9.1. Additionally, to support the staff's evaluation of BGE's chemistry programs for these RAI, BGE provided copies of these procedures which are provided in Enclosures 2,3, and 4.

The staff then stated that based on the review of audit results for the boric acid corrosion inspection and alloy 600 programs that the staff did not need any additionalinformation related to RAI 5.2.3 and 4.1.26. However, based on the staff's review of the alloy 600 program plant records provided during the site visit, the staff stated that there was not sufficient information for the staff to objectively conclude whether the program had been effective. The staff added that they were looking for experience on how the program would be effective for the period of extended operation. BGE asked if as a result of the staff's comments did they need to provide additionalinformation on the alloy 600 program. The staff stated that additional information on the alloy 600 program would assist the staff with its evaluation of the program. BGE stated that they might be able to provide a letter with additional information; however, BGE added that if they did so they might not be able to provide a response before December 16,1998.
