Dear Dr. Harbison:

As agreed at the September meeting of Heads of Regulatory Organizations of the Organization for Economic Cooperation and Development / Nuclear energy Agency (0 ECD /NEA), I have drafted a revised discussion paper concerning an international nuclear regulators' group.

l As you will see from the enclosed paper, I have refined the proposal to '

establish an international nuclear regulatory council. As further agreed, I am inviting a small working group of participants in the September meeting to help develop this proposal. I propose that the following countries be  !

represented at a meeting at the headquarters of the U.S. Nuclear Regulatory Commission (USNRC) in Washington on January 15-17, 1997: Canada, France, Germany, Japan, Sweden and the United Kingdom. The objective of the meeting would be to develop a final proposal, including draft terms of reference, for discussion among regulatory officials from a broader group of nations at a meeting to be convened later in 1997. I would hope this broader meeting could j

agree on a schedule for formally establishing the Council before the end of the coming year. In addition to the discussion paper, I have also enclosed a proposed schedule and agenda for the January meeting.

I would appreciate receiving any comments you may have on the discussion paper or the agenda by the end of the year. I will then circulate any such comments to other participants when'they are received. At the end of the year, I will also forward additional details concerning schedule, venue and other arrangements for the January meeting.

As agreed ht the September meeting of Heads of Regulatory Organizations of the Organization for Economic Cooperation and Development / Nuclear energy Agency (DECD/NEA),-I have drafted a revised discussion paper concerning an international nuclear regulators' group.

i As you will.see from the enclosed paper, I have refined the proposal to i establish an international nuclear regulatory council. As further agreed, I

am inviting a small working group of participants in the September meeting to
help develop this proposal. I propose that the following countries be i represented at a meeting at the headquarters of the U.S. Nuclear Regulatory j Commission (USNRC) in Washington on January 15-17, 1997
Canada, France, Germany, Japan, Sweden and the United Kingdom. The objective of the meeting would be to develop a final proposal, including draft terms of reference, for
discussion among regulatory officials from a broader group of nations at a j meeting to be convened later in 1997. I would hope this broader meeting could ,

1 agree on a schedule for formally establishing the Council before the end of i

the coming year. In addition to the discussion paper, I have also enclosed a proposed schedule and agenda for the January meeting. )

. or the agenda by the end of the year. I will then circulate any such comments j to other participants when they are received. At the end of the year, I will
