OFFICE OF THE September 18, 1996 j

COMMISSIONER MEMORANDUM TO:

John C. Hoyle. Secretary

[, % ~ T,

FROM:

Edward McGaffigan, Jr.

Commissioner

SUBJECT:

COMGJD-96-002 - U.S.-Russian Joint Coordinating Committee for Radiation Effects Research - Status Report and Plans I support the revised focus of the JCCRER.

I agree that the Mayak disaster 3rovides a unique opportunity for radiation health effects research and deserves 4

ligh priority consideration within our declining research budget.

I would be interested in the information requested by Chairman Jackson (memo dated September

17. 1996, entitled "NRC FY 1997 Budget") on sources of the funds and agree with 1

Commissioner Dicus that the funding should be conditioned on a positive report from the feasibility study, i

I further support direct NRC management of Project 2.3 and believe that the prospects for additional funds, particularly from Japan where research budgets are projected to increase sharply in the next five years, may be very good once the research plan is established. I would suggest coordination with the National Research Council which has long been involved in the joint U.S.-Japan studies of the Hiroshima and Nagasaki populations.
